In the third calendar quarter of 2014, the KEELEY All Cap Value Fund (KACVX) fell 4.74 percent compared to a 0.87 percent decline for the Russell 3000 Value Index. After a lengthy hiatus, volatility returned to the markets in the third quarter. The weakness was especially evident in small cap stocks, where the divergence between small and large-cap stocks was substantial. The S&P 500 Index posted a positive return in the third quarter, climbing just over 1 percent compared to the broad sell-off that occurred in small and mid-cap companies. Although the market capitalization of the portfolio has moved higher in recent years, it remains substantially below our benchmark as we continue to find attractive opportunities in small and mid-cap companies. Heightened geopolitical risks were the primary culprit for the renewed volatility, as uncertainty in foreign markets added to global growth concerns and pressured investors to shun risk. Fortunately, economic news on the domestic front was more positive. Better export growth, improving housing activity, and continued low interest rates has allowed the economy to recover from the negative effects of the harsh weather early in the year. However, subpar projections for long term GDP growth remain a signficant hurdle and puts further pressure on a fragile consumer to pick up the slack. From sector perspective the quarter was mixed, with five of ten economic sectors in the Russell 3000 Value Index producing negative returns. Stock selection within the financial and industrials sectors was the key factors in our relative underperformance during the quarter. The Fund was also negatively impacted by an overweight position to energy, which was the worst performing sector in our benchmark.

    The iShares MSCI Emerging Markets Index (NYSE: EEM) seems to have halted its slide.� The index bottomed out year-to-date on February 3, when it was down 11.2 percent. Since then, it has gained 1.5 percent, but bargains in the emerging markets still abound.

    As I discussed in �� Plan, Not a Panic��two weeks ago, emerging markets are in much better economic shape today than they were even just a few years ago, much less during the currency crisis that peaked in 1998. Foreign exchange reserves are generally much more robust, budget deficits are narrower if they exist at all and, so far at least, the full-blown currency war that many were predicting last year isn�� likely to breakout.

    With rationality finally setting in, this is a terrific time to do a little bargain hunting in the emerging markets.

    The most obvious play here is the iShares MSCI Emerging Markets Index itself. Covering China (18.8 percent of assets), South Korea (16 percent), Taiwan (12 percent) and Brazil (10.2 percent) with smaller positions spanning Asia and Europe, the fund is most exposed to any shift in sentiment.

    The fund is currently trading at just 10.2 times forward one-year earnings, well below its average of about 18 times over the past two decades. On a price-to-sales basis it is even more attractive valued at just 1.03 times; the last time the index was this cheap on a sales basis was early 2009.

    So while there are always dangers in trying to call a bottom to any market move, valuations alone are attractive enough to start pulling bargain hunters back in.

    A broadly diversified play on an emerging market turnaround, iShares MSCI Emerging Markets Index is a great buy up to 45, which leaves plenty of room to run back to the average.

    For those who can tolerate a bit more risk, you can also drill down and make more country-specific bets.

    At this point my favorite would be iShares MSCI South Korea Index Fund (NYSE: EWY).

Alliance One International, Inc., incorporated on October 19, 1994, is a leaf tobacco merchant. The Company is engaged in purchasing, processing, packing, storing and shipping tobacco to manufacturers of cigarettes and other consumer tobacco products globally. The Company deals primarily in flue-cured, burley, and oriental tobaccos that is used in international brand cigarettes. The Company�� revenues are primarily comprised of sales of processed tobacco and fees charged for processing and related services to these manufacturers of tobacco products.     Another under-$10 biotechnology player that's starting to trend within range of triggering a major breakout trade is CytRx (CYTR), which has an oncology pipeline that includes two programs in clinical development for cancer indications: aldoxorubicin and tamibarotene. This stock has been moving to the upside during the last three months, with shares up by 21%.

    If you take a look at the chart for CytRx, you'll notice that this stock has been trending sideways inside of a consolidation chart pattern for the last two months, with shares moving between $2.27 on the downside and $2.68 on the upside. That consolidation pattern has occurred right above this stock's 50-day and 200-day moving averages. Shares of CYTR have now started to break out above some near-term overhead resistance at $2.49 a share. That move is quickly pushing CYTR within range of triggering an even bigger breakout trade above the upper-end of its recent sideways trading chart pattern.

    Market players should now look for long-biased trades in CYTR if it manages to break out above some near-term overhead resistance levels at $2.68 to $2.80 a share with high volume. Look for a sustained move or close above those levels with volume that registers near or above its three-month average action of 154,838 shares. If that breakout triggers soon, then CYTR will set up to re-test or possibly take out its next major overhead resistance levels at $3.20 to $4 a share.

    Traders can look to buy CYTR off any weakness to anticipate that breakout and simply use a stop that sits right below its 200-day at $2.33 a share or below more support at $2.27 a share. One can also buy CYTR off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Just for the record, not all my stock picks are great ones. Most are pretty good, some are just so-so, and every now and then they may even be spectacularly bad. Two of the recent ones, however, are looking like they're falling right into place... InterCloud Systems Inc. (NASDAQ:ICLD) and CytRx Corporation (NASDAQ:CYTR).
