When markets reach highs and beat records, investing conversations start to talk about the "dumb money." The�dumb money�is not my term, by the way; it's how Wall Street refers to individual investors who repeatedly sell stocks at a low price, only to turn around later and buy them for high prices.
If the mistake is so frequent that it actually has a name, why do we keep doing it, and what can we do to stop?
When we make financial decisions we're faced with a choice: Do we act based on what we know or how we feel?
In an intellectual exercise, knowledge wins. But in the real world, we're hardwired to pursue the things that give us pleasure or provide security and run as fast as possible from the things that cause us pain. This genetic trait means that we're often driven by how we feel instead of what we know.
Here is an example. In December 2008, The Economist published one of its classic covers. I remember seeing this cover, and a year or so later being struck by how well the image captured how I had felt. In fact, when I saw it again I had an emotional response that surprised me as I thought back to those feelings. The picture made me feel like everyone else did during that time. I was depressed, sad, hopeless, and felt like I was a fool for not gathering what little gold I had left before it too fell into the dark, bottomless hole pictured on the cover.

Another under-$10 energy player that's starting to move within range of triggering a big breakout trade is Andatee China Marine Fuel Services (AMCF), which is engaged in the production, storage, distribution and wholesale purchases and sales of blended marine fuel oil for cargo and fishing vessels. This stock has been in play with the bulls so far in 2013, with shares up big by 180%.
If you take a look at the chart for Andatee China Marine Fuel Services, you'll notice that this stock has been uptrending strong over the last month and change, with shares moving higher from its low of 98 cents per share to its recent high of $1.69 a share. During that move, shares of AMCF have been making mostly higher lows and higher highs, which is bullish technical price action. That move is now starting to push shares of AMCF within range of triggering a big breakout trade above a key downtrend line.
Market players should now look for long-biased trades in AMCF if it manages to break out above some near-term overhead resistance levels at $1.69 to $1.80 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 215,352 shares. If that breakout hits soon, then AMCF will set up to re-test or possibly take out its next major overhead resistance levels at $1.98 to just above $2.20 a share. Any high-volume move above those levels will then give AMCF a chance to tag its 52-week high at $2.75 a share.
Traders can look to buy AMCF off any weakness to anticipate that breakout and simply use a stop that sits right around some key near-term support levels at $1.29 or at $1.15 a share. One can also buy AMCF off strength once it starts to clear those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Coin

PowerShares Dynamic Retail Portfolio (the Fund) seeks investment results that correspond generally to the price and yield of an equity index called the Dynamic Retail Intellidex Index (the Retail Intellidex). The Retail Intellidex consists of stocks of 30 United States retailers. These are companies that are principally engaged in operating general merchandise stores, such as department stores, discount stores, warehouse clubs and superstores; specialty stores, including apparel, electronics, accessories and footwear stores;, and home improvement and home furnishings stores. Dealers of motor vehicles and parts, auction houses or rental companies may also be included. Stocks are selected principally on the basis of their capital appreciation potential as identified by the AMEX (the Intellidex Provider) pursuant to its Intellidex methodology. The Fund�� investment advisor is PowerShares Capital Management LLC.
The Fund will normally invest at least 80% of its total assets in common stocks of retail companies. It will normally invest at least 90% of its total assets in common stocks that comprise the Retail
Intellidex. The Fund, using an indexing investment approach, attempts to replicate the performance of the Retail Intellidex. The Fund generally will invest in all of the stocks comprising the Retail Intellidex in proportion to their weightings in the Retail Intellidex.

iShares MSCI Germany Index Fund (the Fund) seeks to provide investment results that correspond generally to the price and yield performance of publicly traded securities in the aggregate in the German market, as measured by the MSCI Germany Index (the Index). The Index seeks to measure the performance of the German equity market. The Index is a capitalization-weighted index that aims to capture 85% of the (publicly available) total market capitalization.
